How VOO automates the processing of KLIM-CICC plan requests

Safety is essential in construction projects, and it all starts with an efficient approach to excavation work. At telecom operator VOO, the processing of plan requests for cables and pipelines (KLIP and KLIM-CICC) has been automated thanks to a secure digital platform. ‘Marlin Save Below’.

To prevent damage during excavation work, reliable information about underground infrastructure is essential. For telecom operators, this means sharing accurate network information with contractors and engineering firms.
Yet, responding to plan requests is often a time-consuming task. “This manual process took up a lot of our employees’ time and increased the risk of errors,” explains Jean-Christophe Rase, Lead IT Application Manager at VOO.

The digital solution: Marlin Save Below

To optimize this process, VOO chose a digital, secure solution. “Our search led us to GIM and the ‘Marlin Save Below’ platform, which is specifically developed for plan requests. Their expertise in GIS and the data integration platform FME made the difference,” says Jean-Christophe Rase.

Secure data for underground infrastructure

The Marlin Save Below platform automates the processing of plan requests via the KLIM-CICC portal in Brussels and Wallonia (and via KLIP in Flanders). This state-of-the-art platform, built on over two million requests, uses modern technology and complies with all regional standards.

Ready for the future

To be ready for the future, GIM has developed a more flexible approach that allows plans to be easily converted from PDF files to vector data. This approach prepares VOO for the new KLIP and KLIM specifications in IMKL/IMCC 3.0 format, which will be introduced in the third quarter of 2025.
