Use Case – Strasbourg Electricité Réseaux (SER) – GIS Migration & Modernization

Challenge

Strasbourg Electricité Réseaux (SER) is the second largest electricity distributor in France, serving over 500,000 customers and managing a network of more than 15,000 kilometers. SER operates both low- and high-voltage grids.

The main challenge was to modernize the existing Star system and migrate electricity and telecom data to a future-proof GIS platform.
It was also essential to integrate various business systems, supporting desktop, web, and mobile users.

 

Approach

In 2018, VertiGIS and SIGGIS began the migration to ArcGIS. The project scope included:
  • Migration of all electricity and telecom data
  • Implementation of interfaces to external business systems
  • Deployment of more than 25 desktop clients (UT for ArcGIS and ConnectMaster)
  • Implementation of approximately 700 web and mobile clients (based on VertiGIS Studio)
  • Integration with network calculation software and the Click-Before-You-Dig (DT-DICT) process
The approach was characterized by a phased rollout, close collaboration with SER, and continuous optimization. The first phase of the project was successfully completed in 2021. Currently, the project is in a maintenance and further expansion phase, including integration with SCADA systems.

 

Result

SER now has a modern, integrated GIS platform that supports desktop, web, and mobile users. The system is fully integrated with business processes and network calculations, and supports the maintenance of critical infrastructure, such as with the “zones boisées” application for tree management near electrical installations. Thanks to this solution, SER is ready for future digitalization and further innovation.
